Free movement of persons within the EU and the modernization of infrastructure in most states are factors that favor the development of tourism. Different trajectories taken up in 1989 by the former communist countries, the policies applied to them, both during the Cold War and after 1990 influenced the development of tourism in these countries. Based on these considerations, this paper offers a comparative view on an old and the new EU member states regarding foreign tourist arrivals: Portugal (joined the EU in 1986) and Romania (joined the EU in 2007).
